Block Business Rules

  • Determine what block to display to students by both the <office> (e.g. BPS, see Block Office Abbreviation Translations) and <reasonCode> (e.g. 16, see Block Message Code Translations)
  • If <status> = Active, display in current blocks. If <status> = Released, display in block history.
  • ONLY show block messages for current, next & all past terms, as some blocks (e.g. to ensure a student graduates on time) are placed far in advance. (Per Chris we already know how to determine the current term.)
    • <termYear> and <termCode> define the year and semester the block was placed.
    • Note that the {next term} is never summer as the summer is a 'special' term, and per Doug Au, "blocks have no effect on registration for summer sessions."
  • In the block messages {current term} and {next term} should be formatted {Month, Year}, e.g. "Spring 2013" 

Block Message Code Translations

Note: We did not investigate the blocks in red because they are not on the Registrar's list of Blocks: Types, Reasons, Offices. We were told explicitly that blocks in blue are no longer used.

Your registration as an official Berkeley student is blocked by the Library due to outstanding bills of $200 or more.  Until this block is cleared, you cannot register for classes, use certain campus services (e.g. libraries, health services, recreational sports facilities, Class Pass bus travel, Career Center), or obtain official campus transcripts.

To clear this block you must pay the balance:

  • via credit card ONLINE through your personal MyOskiCat account; or
  • In person at the Privileges Desk (198 Doe) during our normal business hours. Payments are accepted via credit/debit card or personal check.

CARS (CA)

Billing & Payment Services

A block has been placed on your record due to a past due CARS account balance. Blocks are placed on accounts that are more than 60 days past due and owing more than $100. While the block will not prevent you from enrolling in classes through Tele-BEARS, it will prevent grades from posting to your transcript and prevent official registration for upcoming semesters. A hold is placed on your transcript and diploma.

 To clear this block, please submit a payment. For a complete listing of CARS payment options visit studentcentral.berkeley.edu/payments. If you have questions, visit Cal Student Central at 120 Sproul Hall or call (510) 664-9181.

Long-Term Loan (LL)

Billing & Payment Services

 

Your registration as an official Berkeley student is blocked by Billing and Payment Services due to an unpaid Perkins, HPSL or Institutional loan. Until this block is cleared, you cannot register for classes, use certain campus services (e.g. libraries, health services, recreational sports facilities, Class Pass bus travel, Career Center), or obtain official campus transcripts.

 To clear this block, log into ACS and make an online payment at www.acs-education.com.  If you have questions, contact an account consultant at (510) 642-7001.

 

Housing (HO)

Housing Office

 

Your registration as an official Berkeley student is blocked by the Housing Office due to an unpaid childcare bill. Until this block is cleared, you cannot register for classes, use certain campus services (e.g. libraries, health services, recreational sports facilities, Class Pass bus travel, Career Center), or obtain official campus transcripts.

To clear this block, please pay your bill at the RSSP Cashier's Office at 2610 Channing Way, Berkeley, CA 94720. Only cash, cashier checks or money order will be accepted. If you have questions, contact Marina Moreida at (510) 643-1482.

 

Background (this is not part of the message)

Per Annie, Housing has their own system where they block students from getting meals if they don't pay, and they don't use the registrar's system.  Students who utilize childcare services are billed via paper invoice. Only Childcare uses the Registar's HO block, and their standard message is below:

Dear Student,                                                                                   

Our records show an outstanding balance of $_____.00 for child care fees for your children ____ and _______. Our office has placed a block registration on your UC Berkeley account until your outstanding balance is paid in full.

Attached is an invoice with your past due amount. Only cash, cashier checks or money order will be accepted at the cashier office at the time of the payment.

Your fee payment must be made to the Cashier’s Office at 2610 Channing Way, Berkeley, CA 94720.  

If you think our records are in error or if you have recently sent in your payment, please call me immediately at 510-643-1482 so we can clear up your account.

Harassment Training - HT (HT)

Our records indicate that you have not yet completed the Reading and Composition requirement.  Students are required to fulfill the R&C requirement by the end of their sophomore year or they will have a block placed on their Fall 2013 Tele-BEARS registration.

Registration & Block Background

An active block on a student's record for a term prevents the student from becoming officially registered for that term, which in turn prevents the student from receiving University privileges accorded registered students (e.g., library privileges, health services, usage of the Recreational Sports Facility). In addition, blocked students cannot receive official transcripts. Students with financial and administrative blocks, however, are allowed to enroll in classes via Tele-BEARS. Students with academic blocks are prevented from using Tele-BEARS entirely and from adding classes via the Online Add/Drop System (OLADS).

The academic block prevent students from enrolling in classes for the term in which the block is effective. As the requirement for becoming officially registered is to be both enrolled and paid, depending on when an administrative block is placed, most academic blocks also effectively act as a registration block, but that is not their intent.

What are the criteria for being an officially registered student?

To be officially registered at Berkeley, you must meet three criteria:

   •    You must be enrolled in at least one course.

   •    Your registration fees must have been paid, either in full or, if on the Deferred Payment Plan, at least the first installment.

   •    You must have no blocks against your registration.

Please note that you must be officially registered to use campus services (e.g, the library, RSF, etc.).
